This is where you'll need the special steering nut wrench (part #YU-33975/90890-01403), see a picture of it on page 2. Tighten the steering ring nut to 27 ft-lbs, loosen it one turn then retighten it to 5.1 ft-lbs.
This wrench is around $50. Without this wrench, you can also tighten it by hand, then loosen it just enough so that the steering column can be turned without much resistance.
Install the top triple clamp and temporarily tighten the top steering nut by hand. Reinstall the forks and temporarily tighten the pinch bolts on the bottom tripple clamp, make sure to align their hash marks to the upper triple clamp accordingly. Tighten the steering nut to 105 ft-lbs. Tighten the top triple clamp pinch bolts to 17 ft-lbs then loosen the bottom triple clamp pinch bolts for now.
Install the front wheel and brake and tighten all bolts and nuts to spec. Lock the front brake and press down on the forks a bunch of times to align and seat the forks in the triple clamps. Tighten the lower triple clamp pinch bolts to 14 ft-lbs.
